Dangote Refinery to Supply Up to 65m Litres of Petrol Daily, Targets Fuel Self-Sufficiency
In a major shift for Nigeria’s downstream petroleum sector, the Dangote Petroleum Refinery & Petrochemicals has announced plans to supply between 60 and 65 million litres of Premium Motor Spirit (PMS) daily to the domestic market, a move expected to position the country for sustained fuel self-sufficiency while enabling exports of surplus volumes.

The development follows a significant ramp-up in production, with the refinery now producing well above national consumption levels. Surplus volumes—estimated at between 15 and 20 million litres daily—are expected to be exported to international markets, as several countries have already indicated interest in partnership arrangements.
President of the Dangote Group, Aliko Dangote, disclosed the milestone in Lagos, confirming that a structured offtake agreement has been concluded with selected marketers to guarantee nationwide distribution and prevent supply instability.
“We have agreed an offtake framework to supply up to 65 million litres daily for the domestic market,” Dangote stated. “Any surplus, estimated at between 15 and 20 million litres, will be exported.”
Nigeria’s average daily petrol consumption currently ranges between 50 and 60 million litres. The refinery’s output therefore exceeds domestic demand, marking a decisive break from decades of heavy reliance on fuel imports and the recurrent scarcity that has historically plagued the sector.
Industry observers note that the structured distribution model is designed to eliminate supply bottlenecks and curb speculative practices that have often triggered artificial shortages and market disruptions.
With local refining now surpassing national demand, analysts say Nigeria stands to conserve billions of dollars annually in foreign exchange previously spent on petrol imports. The development is also projected to ease pressure on the naira, bolster external reserves, and strengthen trade balance stability.
During a recent visit to the facility, the Group Chief Executive Officer of NNPC Limited, Engr. Bayo Bashir Ojulari, described the refinery as a transformative national asset capable of redefining Nigeria’s energy security framework and accelerating industrial growth.
Ojulari commended the refinery’s operational performance, noting that it had exceeded expectations.
“This plant was designed for 650,000 barrels per day. None of us thought it would even touch 550,000. What we saw live today was 661,000. These are live parameters, not reports or photographs,” he said.
The refinery, designed with a capacity of 650,000 barrels per day, is widely regarded as a cornerstone of Nigeria’s drive toward energy independence and industrial revitalisation.
