Nigerian Army Reaffirms Commitment to Human Rights, Humanitarian Law

The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has reaffirmed the Nigerian Army’s commitment to upholding human rights, strengthening civil-military relations and ensuring strict compliance with International Humanitarian Law (IHL) as critical elements of national security and military operations.

The Army Chief made the commitment on Wednesday, July 15, 2026, while receiving the Head of Delegation of the International Committee of the Red Cross (ICRC) in Nigeria, Miss Doris El Doueihy, during a courtesy visit to the Army Headquarters in Abuja.

Lieutenant General Shaibu said the protection of civilians and respect for humanitarian principles not only improve operational effectiveness but also strengthen public confidence in the Armed Forces.

He described the ICRC as a trusted strategic partner, noting that its longstanding collaboration with the Nigerian Army has contributed significantly to enhancing humanitarian operations, operational professionalism and stability in conflict-affected areas.

The COAS disclosed that the Nigerian Army has fully integrated International Humanitarian Law, human rights principles and standard rules of engagement into its training programmes at all levels.

He added that the Army remains committed to implementing the Civilian Harm Mitigation and Response Plan, improving detention management, facilitating humanitarian access and adopting global best practices that support operational success while safeguarding civilian lives.

Earlier, Miss El Doueihy commended the Nigerian Army for its professionalism, transparency and sustained cooperation with the ICRC, describing the partnership as instrumental in facilitating the safe delivery of humanitarian assistance and protecting vulnerable communities.

She also acknowledged the Army’s progress in detention management and its continued commitment to upholding internationally recognised humanitarian standards.

The visit further reinforced the longstanding partnership between the Nigerian Army and the ICRC in promoting humanitarian values, protecting civilians and enhancing compliance with international humanitarian obligations during military operations.
