Senate Advances Bill on Donor Funds Management, Reviews Compliance with Legislative Resolutions
The Senate on Wednesday received and considered the report of its Committee on Legislative Compliance on the implementation of Senate resolutions passed between July 2023 and December 2025, as lawmakers intensified efforts to strengthen accountability and oversight across government institutions.
The report, presented by the Chairman of the Committee, Senator Garba Musa Maidoki, provided an update on the level of compliance by Ministries, Departments and Agencies (MDAs) with resolutions adopted by the Red Chamber.
During plenary, the Senate also debated the general principles of a bill seeking to establish a comprehensive legal framework for the coordination, transparency, registration and effective management of foreign assistance, grants, donations, humanitarian support and concessional financing in Nigeria.
The proposed legislation, titled “A Bill for an Act to Provide for the Coordination, Transparency, Accountability, Registration, Disclosure and Effective Management of Foreign Assistance, Grants, Donations, Humanitarian Support and Concessional Financing in the Federal Republic of Nigeria and for Related Matters, 2026 (SB. 1034),” was sponsored by Senator Ibrahim Hassan Dankwambo.
Following extensive deliberations by lawmakers, the bill successfully scaled second reading.
Contributing to the debate, the Deputy President of the Senate, Senator Barau I. Jibrin, commended the sponsor of the bill, describing it as a timely legislative intervention aimed at promoting transparency and accountability in the management of donor funds.
He noted that the legislation would establish a clear legal framework to regulate foreign assistance, prevent abuse, strengthen oversight mechanisms and ensure that development support reaches its intended beneficiaries.
According to him, effective regulation of donor funding is essential to protecting genuine development initiatives while enhancing public confidence in the management of international assistance.
Meanwhile, the Senate also paid tribute to the late Senator Tonny Adeniyi, who represented Ekiti South Senatorial District in the 8th Senate and passed away in May 2026.
Lawmakers observed a one-minute silence in his honour, remembering his contributions to legislative work, particularly as a member of the Senate Committee on Constitutional Review.
The Senate prayed for the peaceful repose of his soul and extended its condolences to his family, urging them to remain strong during this period of bereavement.
