Tinubu Signs New NIMC Act 2026 Into Law, Strengthens Nigeria’s Digital Identity Framework
President Bola Ahmed Tinubu has assented to the National Identity Management Commission (NIMC) Act 2026, ushering in a new legal framework aimed at strengthening digital identity management, data protection and electronic trust services across Nigeria.
The new legislation repeals and replaces the NIMC Act of 2007 and is expected to play a key role in advancing the country’s digital transformation agenda.
According to details of the Act, the law introduces stronger safeguards for personal data protection and privacy, aligning Nigeria’s identity management framework with the provisions of the Nigeria Data Protection Act (NDPA) and internationally recognised standards for handling personal information.
One of the major provisions of the Act designates the National Identity Management Commission as the root certification authority for Nigeria’s National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI). This effectively positions the Commission as the nation’s trusted authority for secure digital identity management, authentication and electronic trust services.
The legislation also empowers NIMC to facilitate secure and seamless data exchange among Ministries, Departments and Agencies (MDAs), private organisations and other authorised institutions, with the aim of improving interoperability across government and private sector platforms.
In addition, the law enhances the role of the NIMC General Multipurpose Card, promoting it as a national identity credential under the theme, “One Card, Multiple Possibilities,” to support identity verification and access to a wide range of services.
Officials say the implementation of the Act will create a more secure and interoperable digital identity ecosystem, enabling Nigerians to access services more efficiently across both public and private sectors.
The new framework is also expected to deliver stronger protection of personal data, improved cybersecurity, faster identity verification processes and greater confidence in digital transactions.
For Nigerians living abroad, the legislation is expected to provide easier access to identity-related services while supporting secure digital interactions with government institutions and businesses.
The Federal Government believes the new Act will strengthen the foundation for digital governance, financial inclusion and economic growth, while supporting broader efforts to modernise public services and accelerate Nigeria’s transition to a digitally driven economy.
The signing of the NIMC Act 2026 is being viewed as a significant milestone in Nigeria’s ongoing efforts to build a secure, inclusive and technology-driven digital ecosystem capable of supporting long-term national development.
