Tinubu’s Administration Reaffirms Commitment to Power Sector Reforms, Cites Progress Since 2023
The All Progressives Congress (APC) Presidential Campaign Council has reaffirmed President Bola Ahmed Tinubu’s commitment to improving electricity supply in Nigeria, saying his administration has taken several steps to address long-standing challenges in the power sector.
In a statement issued on November 1, 2026, the Council’s spokesperson, Dele Alake, recalled Tinubu’s campaign promise during a meeting with members of the Organised Private Sector in Lagos ahead of the 2023 general elections.
At the meeting, Tinubu identified estimated billing as a major burden on households and businesses and promised to address the problem alongside other challenges affecting electricity supply.
He had said Nigerians would have access to electricity without having to pay estimated bills, adding that if he failed to deliver on the promise, he would provide adequate reasons before seeking a second term in office.
Alake said the pledge should be assessed alongside the administration’s record since 2023, particularly in metering, electricity infrastructure, power supply and market stability.
He noted that within two weeks of assuming office, Tinubu signed the Electricity Act, 2023, on June 9, allowing states to participate in electricity generation, transmission and distribution. According to him, states including Lagos, Enugu, Abia, Ekiti, Oyo, Kaduna and Niger have taken steps to establish their own electricity regulatory agencies and attract private investment.
The spokesperson also said the administration had introduced the Presidential Metering Initiative to address the country’s metering gap, adding that more than 1.5 million customers had been metered under the programme in the last three years.
He further stated that the government had taken steps to address over ₦6 trillion in legacy debts accumulated between 2015 and 2025, while introducing a ₦4 trillion bond programme to settle verified debts owed to 21 power generation and gas companies.
According to Alake, the first and second tranches of the programme have raised more than ₦1.2 trillion towards settling part of the verified debt. He said the intervention was helping to improve confidence in the electricity market and encourage new investments by power generation companies.
He cited Geregu Power Plc’s recent investment in new power transformers for its Geregu 1 Power Plant as an example of the investments being made to improve operations.
On electricity infrastructure, Alake said Tinubu reviewed the existing Presidential Power Initiative inherited from the administration of former President Muhammadu Buhari and signed an acceleration agreement with German partners in December 2023 to speed up projects on the national transmission grid.
He added that the Federal Executive Council approved the first batch of projects in December 2024, covering the upgrade of five Transmission Company of Nigeria substations in key load centres. In June 2026, the Council also approved a second batch involving the construction of eight new substations and the upgrade of four existing ones.
The administration is also working on plans to modernise the Osogbo Grid Control Centre, which was built more than 60 years ago, and develop an East-West super grid.
Alake further highlighted the Rural Electrification Agency’s efforts to connect universities, hospitals and rural communities to solar power.
He explained that the administration had introduced different electricity service bands and tariff arrangements to improve the financial position of distribution companies and reduce the government’s burden of electricity subsidies, while maintaining protection for low-income households.
The APC spokesperson acknowledged that fixing Nigeria’s electricity sector remained an ongoing task, noting that infrastructure projects require time, planning and specialised equipment.
He maintained that Tinubu remained committed to addressing the sector’s challenges and would present his administration’s achievements and outstanding tasks to Nigerians as he seeks a second term in office.
