Zulum Appoints New Chief of Staff, Assigns Portfolios to 10 Commissioners in Borno State Reshuffle
The Governor of Borno State, Professor Babagana Umara Zulum, has approved the appointment of Engr. Dr. Babagana Mustapha Mallumbe as the Acting Chief of Staff to the Governor.
Until his elevation, Dr. Mallumbe served as Deputy Chief of Staff (DCOS I) at the Government House.
In a major administrative reshuffle aimed at strengthening governance and accelerating development delivery, Governor Zulum also approved the posting and allocation of portfolios to 10 newly sworn-in commissioners.
According to a statement signed by the Secretary to the State Government, Bukar Tijani, the appointments are intended to support the implementation of the state’s 25-year Development Plan and 10-year Strategic Transformation Agenda.
The newly assigned commissioners and their portfolios include:
Barr. Hauwa Abubakar — Attorney General and Commissioner for Justice.
Hon. Bukar Mustapha Dalatu — Commissioner for Budget and Planning.
Hon. Engr. Lawan Abba Wakilbe — Commissioner for Education, Science, Technology and Innovation.
Hon. Umar Lawan Dalorima — Commissioner for Finance and Economic Development.
Prof. Baba Mallam Gana — Commissioner for Health and Human Services.
Prof. Usman A. Tar — Commissioner for Information and Internal Security.
Hon. Sugun Mai Mele — Commissioner for Local Government and Emirate Affairs.
Hon. Aliyu Mohammed Lawan Buba — Commissioner for Transport and Energy.
Hajiya Zuwaira Gambo — Commissioner for Women Affairs and Social Development.
Hon. Saina Buba — Commissioner for Youths, Sports and Poverty Alleviation.
The statement added that all commissioners are expected to assume duties in their respective ministries immediately.
Governor Zulum has continued to implement reforms across the state civil service and governance structure, with emphasis on efficiency, accountability, and accelerated service delivery in line with his administration’s development priorities.
