Army Launches Probe into Alleged Killing of Abdulrahman Mustapha, Cites Possible Terror Link

The Headquarters Theatre Command of Operation HADIN KAI has launched an investigation into allegations that troops were involved in the fatal shooting of a civilian, Abdulrahman Mustapha, in Maiduguri, even as preliminary findings point to possible security concerns surrounding the incident.
In a statement issued on March 25, the military said it was responding to social media reports claiming that Mustapha, also known as Abchin, was shot dead by soldiers on March 22 near the Federal High Court Maiduguri. The reports alleged that the victim was unarmed and returning from a Sallah visit, describing the incident as an extrajudicial killing and calling for accountability.
However, the Theatre Command described the allegations as “very serious” and said it had initiated a comprehensive and impartial investigation to determine what transpired.
According to the military, early operational indicators suggest the situation may be more complex than initially portrayed. The incident, said to have occurred around 11:40 p.m., is being examined within the context of ongoing counterinsurgency operations in the North-East.
Preliminary findings indicate that troops may have encountered individuals suspected to be linked to Boko Haram or Islamic State West Africa Province (ISWAP), possibly operating as a reconnaissance unit or sleeper cell.
The statement further claimed that the deceased allegedly attempted to seize a soldier’s rifle—an act the military described as a direct threat to personnel. It also noted that multiple identification cards bearing different names were reportedly found on him, including one from the Niger Republic, raising concerns about possible cross-border movement or the use of false identities.
In addition, the military said the individual was found with substances suspected to be cannabis and a bottle of Tutolin syrup. He was also reportedly accompanied by two unidentified women who fled the scene and are currently being sought by security forces.
Eyewitness accounts cited by the military suggested that the individual’s behaviour prior to the incident was suspicious and had prompted a distress call to nearby troops.
The Theatre Command cautioned that these findings are preliminary and not conclusive, stressing that the ongoing investigation will establish the full sequence of events, including whether troops adhered to established rules of engagement.
“All findings will be addressed in accordance with applicable laws and military regulations,” the statement said, adding that efforts are underway to track down the fleeing individuals who may provide further insight into the घटना.
Operation HADIN KAI reiterated its commitment to professionalism, accountability, and the protection of human rights, even as it continues its mandate to combat insurgency and maintain security in the region.
