Borno Governor Approves Increase in Allowances for CJTF, Vigilantes, Other Volunteers

Borno State Governor, Professor Babagana Umara Zulum, has approved an upward review of the monthly allowances for volunteers under the Borno Youth Empowerment Scheme, including the Civilian Joint Task Force (CJTF), Vigilantes, Hunters and the Neighbourhood Watch.

The decision reflects the state government’s continued commitment to supporting community-based security volunteers who risk their lives daily to protect communities and help restore lasting peace across the state.

In a statement issued on Friday, the Special Adviser to the Governor on Media, Dauda Iliya, disclosed that the governor approved an increase in the monthly allowance for each volunteer from ₦30,000 to ₦50,000. Leaders of the various volunteer groups will now receive ₦150,000 monthly.

According to the statement, the reviewed allowances have already begun reflecting in beneficiaries’ accounts, bringing the state’s total monthly expenditure on the scheme to ₦232.4 million.

The volunteers have played a critical role in the fight against Boko Haram insurgency, working closely with the Nigerian military and other security agencies to maintain peace and stability in Borno State. Their contributions include providing actionable intelligence, arresting key insurgent commanders, and helping to prevent attacks on communities.

Governor Zulum has consistently reviewed the welfare of the volunteers since assuming office in 2019. Upon his inauguration, he increased their monthly allowance from ₦15,000 to ₦20,000, later raising it to ₦30,000, a payment the state has sustained despite economic challenges.

However, the government noted that rising costs of living and increased operational risks necessitated a further review of the allowances.

“The CJTF, Vigilantes, Hunters, and Neighbourhood Watch have consistently demonstrated gallantry, resilience, and unwavering commitment in the fight against Boko Haram insurgents,” the governor said.

“In recognition of these sacrifices and in appreciation of their steadfast dedication to peace and security, His Excellency has approved an upward review of the monthly allowance,” he added.

The new allowance structure will take effect from January 2026, with a total of 45 leaders benefiting from the leadership allowance.

The state government believes the enhanced welfare package will boost morale, improve operational effectiveness, and further strengthen the resolve of the volunteers to support ongoing security operations.

Governor Zulum commended the volunteers for their patriotism, courage and selfless service, urging them to remain disciplined and continue collaborating with security agencies in the collective effort to entrench peace, stability and development across Borno State.
