Ministry of Defence Permanent Secretary Emphasizes Staff Welfare, Conducive Work Environment
The Permanent Secretary of the Ministry of Defence, Mr. Richard Pheelangwa, has reaffirmed his commitment to staff welfare, highlighting the importance of a conducive work environment in boosting productivity. He made the remarks during a familiarization tour of the Ministry’s departments, offices, and facilities at Ship-house, Abuja, on Monday, 1st December 2025.
Mr. Pheelangwa’s extensive tour allowed him to assess working conditions firsthand and engage directly with staff across various units. He emphasized that a positive work environment is crucial for staff well-being, stating, “Staff spend the greater part of their day at their workplaces. If the environment is conducive, they are happier, healthier, and more productive.”

He encouraged employees to maintain a pleasant work atmosphere and avoid negativity that could hinder their performance. Commending the Ministry for its organized structure, Mr. Pheelangwa assured staff that his administration would continue prioritizing their comfort and providing the necessary tools to enhance service delivery.
Since assuming duty on 26th November 2025, Mr. Pheelangwa has engaged with Directors and Heads of Units to understand operational needs and ensure the Ministry’s continued efficiency.
