NMDPRA Highlights Downstream Reforms at Energy Cross River Conference 2026

The Authority Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Saidu Mohammed, on Monday delivered a keynote address at the Energy Cross River Conference & Exhibition 2026 held in Calabar, Cross River State.

Engr. Mohammed, who was represented by the Executive Director, Hydrocarbon Processing, Plant Installation and Transportation Infrastructure, Engr. Francis Ogaree, spoke on the theme: “Downstream Petroleum Industry in Nigeria – Past Perspectives and Present Opportunities.”

In his address, the Authority Chief Executive examined how recent transformations are redefining energy markets and how sustainable financing can unlock long-term value for Cross River State and the wider South-South region.

He reflected on Nigeria’s past challenges in the downstream sector, including prolonged energy crises driven by overreliance on imported refined products, inefficient distribution networks and infrastructure gaps that placed significant fiscal pressure on government resources.

Highlighting current reforms, he noted that the nation is making aggressive moves toward product supply sufficiency through the optimization of domestic refining capacity to meet national demand and strengthen energy security.

The NMDPRA, he said, remains committed to creating a predictable and transparent regulatory environment that will enable businesses to thrive, catalyze economic growth and generate employment opportunities, particularly for the youth population.

Engr. Mohammed also encouraged Cross River State to leverage the ongoing momentum in the midstream and downstream sectors by investing in strategic fuel distribution terminals, Liquefied Petroleum Gas (LPG) and Compressed Natural Gas (CNG) infrastructure for transportation and industrial use.

He further urged the state to explore the establishment of clean energy hubs and export-oriented value chains, taking advantage of its free port status and the proposed deep seaport project expected to enhance trade and industrial development in the near future.

The conference brought together key stakeholders in the energy sector to discuss opportunities, policy direction and investment strategies aimed at strengthening Nigeria’s energy landscape.
