The imposing headquarters of the African Union (AU) in Ethiopia stands as a symbol of continental unity, yet its very existence raises unsettling questions about Africa’s self-reliance. For Sheikh Al-Moustapha Kouyateh, Ambassador At-Large at Liberia’s Ministry of State for Presidential Affairs, this paradox is a reflection of Africa’s deeper struggles with peace, sovereignty, and self-determination.
As he surveyed the AU’s headquarters—a structure fully funded and constructed by the Chinese government Sheikh Kouyateh voiced a sentiment shared by many Africans, “How can the AU champion self-reliance and unity when its foundation is built with foreign support.
“The AU’s host nation, Ethiopia, has long been a focal point of internal and regional tensions, from civil strife within its borders to its uneasy relationship with Eritrea.
“This reality casts doubt on the AU’s ability to broker peace when its own home remains embroiled in conflict.
For Sheikh Kouyateh, this contradiction underscores the need for a new approach to Africa’s leadership and governance structures.

Rather than anchoring the AU in a single location, Sheikh Kouyateh suggests a rotational model, with the headquarters moving every ten years to a different African region.
His proposal challenges the status quo, pushing African leaders to take greater ownership of their collective destiny rather than relying on external powers for infrastructure and governance.
As the AU marks its 20th anniversary, its mission remains unfinished. While African-led peacekeeping efforts continue to grow, they are often hampered by limited operational capacity and inadequate funding. Meanwhile, Agenda 2063, the AU’s long-term development blueprint, remains an ambitious vision that requires genuine commitment from African states.
Sheikh Kouyateh’s words resonate as a wake-up call: Africa’s journey toward true peace, unity, and self-reliance is far from over. However, with visionary leadership and collective will, the continent can break free from the shackles of dependency and take control of its future.
“The AU should be a reflection of all of Africa, not just one nation,” he declares, challenging leaders to embrace a truly Pan-African vision for the next generation.
