Army Holds Sensitization Workshop for Troops in Minna

The Army Headquarters Department of Civil-Military Affairs (DCMA) conducted a one-day sensitisation workshop for personnel of the Training and Doctrine Command (TRADOC) Nigerian Army and 31 Artillery Brigade in Minna, Niger State.

Led by the Chief of Civil-Military Affairs, Major General NC Ugbo, the DCMA team arrived in Minna on February 5, 2024, and was received by Brigadier General HT Bobbo, the Commander of 31 Artillery Brigade.

The workshop was held at the TRADOC NA Auditorium.

In his opening remarks, Major General Ugbo highlighted the purpose of the workshop, which was to educate personnel on proper conduct during operations and routine activities, ensuring that they carry out their duties according to international best practices and standards.

Brigadier General Bobbo, in his welcome address, aligned the workshop with the Chief of Army Staff’s Command Philosophy, emphasising the importance of training personnel to achieve professionalism and efficiency in joint environments.

The first lecture, delivered by Dr. Livinus Jatto from the International Committee of the Red Cross (ICRC), focused on “Understanding the Applicable Rules during Military Operations.” It covered provisions of International Humanitarian Law and International Human Rights Law that influence the conduct of armed conflicts.

The second lecture, presented by Major II Nibras, explored “The Proper Conduct of the Nigerian Soldier within the Larger Nigerian Society.” It covered the establishment of the Armed Forces, roles of the Nigerian Army, fundamental human rights under the amended 1999 Constitution, DHQ Policy on Social Media, and the establishment of the Civil-Military Legal Desk/Call Centre.

Personnel actively engaged in an interactive session after the lectures, asking questions to clarify any doubts. The workshop concluded with a call for troops to adhere to international standards and best practices in their operations and interactions with civilians, thereby promoting the image of the Nigerian Army and fostering positive civil-military relations.
