Kalu Calls for Stronger Legislative Action on Climate Change

Deputy Speaker of the House of Representatives, Rep. Benjamin Okezie Kalu, has called for stronger legislative action and investment in climate resilience to address the growing impact of climate change on communities.

Kalu made the call while speaking at the 153rd Assembly of the Inter-Parliamentary Union (IPU) in Arusha, Tanzania, where he highlighted the challenges faced by communities affected by flooding and other climate-related disasters.

He noted that every rainy season, many communities experience the devastating consequences of climate change, including flooding, failed drainage systems, destruction of farmlands and displacement of families.

Kalu said climate action must move beyond dialogue and policy debates to practical and structured legislative interventions capable of delivering lasting solutions.

According to him, such interventions should be supported by a pipeline of priority projects that investors can trust, alongside platforms capable of guiding viable projects from conception and financing to completion.

The Deputy Speaker said Nigeria’s Energy Transition Plan, which targets net-zero emissions by 2060, would require about $500 billion in new investment, describing the target as an opportunity to develop new markets, modernise infrastructure and create green jobs.

He urged legislators to strengthen the implementation of the Climate Change Act, ensure effective oversight of climate funds and support credible green financing frameworks.

Kalu also stressed the need to provide investors with the legal certainty required to commit resources to climate-related projects.

He said Nigeria’s transition to a greener economy must be a just transition, ensuring that no region or community is left behind.

According to him, sound legislation, credible institutions, international partnerships and private-sector investment can help translate climate commitments into resilient infrastructure, employment opportunities and shared prosperity.
