The Independent National Electoral Commission (INEC) has inaugurated an inter-agency Electoral Logistics Committee (ELOC) to strengthen the movement, security and timely delivery of election materials ahead of Nigeria’s 2027 General Election.
The committee was inaugurated by INEC Chairman, Professor Joash Amupitan, SAN, at the commission’s headquarters in Abuja on Thursday, October 15, 2026.
Amupitan described logistics as one of the most critical and challenging aspects of election administration, noting that the commission was taking proactive measures to ensure operational efficiency, effective coordination and timely delivery of electoral materials during the 2027 polls.
He announced the appointment of retired Rear Admiral Jamila Malafa as chairperson of the committee, expressing confidence that the involvement of military and paramilitary personnel, alongside other relevant agencies, would provide the expertise, discipline and strategic oversight required for the assignment.
According to the INEC chairman, the success of an election depends largely on the availability of electoral materials at designated locations and at the appropriate time, regardless of terrain or prevailing security conditions.
He said the committee would assess INEC’s overall logistics requirements for the 2027 elections and develop a comprehensive framework for the storage, distribution, deployment and retrieval of electoral materials.
Its responsibilities will also include auditing the readiness of warehouses, vehicles and transport hubs, including airports and seaports; identifying operational gaps; recommending corrective measures; and monitoring compliance with approved logistics plans and schedules.
The committee is further expected to identify and mitigate risks associated with transportation bottlenecks, shortages of materials and security threats. It will also coordinate with INEC departments, state offices, government agencies, transport unions and other stakeholders to ensure the efficient movement of electoral materials nationwide.
Amupitan stressed that the commission was determined to prevent any eligible Nigerian from being disenfranchised because of delays in the arrival of election materials.
In her remarks, the committee’s chairperson, Rear Admiral Malafa (Rtd.), described logistics management as the operational foundation of the democratic process, noting that its effectiveness directly influences electoral integrity and public confidence.
She said the committee would develop a strategic logistics plan informed by lessons from previous elections, with particular attention to addressing operational weaknesses and preventing delays in the deployment of electoral materials.
Malafa identified strategic air and cargo planning, transportation coordination, security arrangements and risk mapping as key areas of focus.
She added that the committee would coordinate the movement of personnel and materials to state capitals and local government areas, including riverine communities requiring maritime transportation.
According to her, difficult terrains, security-challenged areas and locations prone to crises would be mapped to facilitate tailored transportation and security arrangements.
The chairperson emphasised that effective collaboration among government agencies, security organisations, transport unions, aviation and maritime authorities, and INEC state offices would be essential to achieving the committee’s objectives.
She urged members to approach the assignment with patriotism, professionalism, speed and precision, stressing that strategic planning and coordinated execution would be crucial to the successful conduct of the 2027 General Election.
