President Bola Ahmed Tinubu on Wednesday declared a national security emergency, unveiling sweeping measures to strengthen Nigeria’s response to rising security threats.
In a statement from the State House, the President authorised the recruitment of an additional 20,000 police personnel, bringing the total number approved for 2025 to 50,000 officers. The Nigerian Army was also directed to embark on fresh recruitment to reinforce manpower across critical theatres of operation.
To accelerate training, Tinubu approved the temporary use of National Youth Service Corps (NYSC) camps as police training depots, alongside planned upgrades of police colleges nationwide. Officers withdrawn from VIP protection duties will undergo rapid retraining before redeployment to volatile areas.

The President empowered the Department of State Services (DSS) to deploy trained forest guards to flush out terrorists and bandits hiding in forested regions, while recruiting additional personnel to secure these areas.
“This is a national emergency, and we are responding by deploying more boots on the ground,” Tinubu said. “The times require all hands on deck. As Nigerians, we should all get involved in securing our nation.”
He commended security agencies for the recent release of 24 schoolgirls in Kebbi and 38 abducted worshippers in Kwara, assuring that rescue operations for other victims would continue.
Addressing the Armed Forces, Tinubu urged troops to maintain vigilance and integrity, assuring that the government would provide the necessary support. He also called on the National Assembly to review laws to enable states to establish state police where needed and advised state governments to enhance security around boarding schools. Religious institutions in vulnerable areas were urged to collaborate closely with security agencies.
On herder-farmer clashes, the President highlighted the creation of the Federal Ministry of Livestock Development as a step toward lasting solutions. He called on herder associations to embrace ranching, end open grazing, and surrender illegal weapons.
Tinubu expressed condolences to victims’ families across Kebbi, Borno, Zamfara, Niger, Yobe, and Kwara, and paid tribute to fallen military personnel, including Brigadier-General Musa Uba.
“Those who want to test our resolve should never mistake our restraint for weakness,” he warned. “This administration has the courage and determination to keep the country safe and ensure our citizens live in peace.”
Urging unity and vigilance, the President concluded, “We are in this fight together, and together we shall win,” closing with prayers for the nation and the Armed Forces.
