NEMA Begins Review of National Disaster Management Framework, Response Plan

The Director-General of the National Emergency Management Agency (NEMA), Mrs. Zubaida Umar, has called for a comprehensive review of Nigeria’s disaster management policies to address emerging threats and strengthen the country’s preparedness and response mechanisms.

Speaking at the Stakeholders’ Inception Workshop on the Review of the National Disaster Management Framework (NDMF) and the National Disaster Response Plan (NDRP), Mrs. Umar said the nature of risks facing Nigeria is evolving rapidly, making it necessary to update existing frameworks and protocols to reflect current realities.

She noted that emerging threats, changing operational environments, and lessons learned from recent emergencies have underscored the need to review the nation’s disaster management architecture to ensure it remains effective and responsive.

The NEMA Director-General urged participants at the workshop to critically examine the existing documents and develop updated frameworks that align with international best practices while addressing Nigeria’s unique challenges.

According to her, the review process presents an opportunity to strengthen early warning and early action systems, close identified gaps in emergency response structures, and integrate emerging risks such as climate change and insecurity into disaster planning and management.

Mrs. Umar also stressed the importance of ensuring that vulnerable groups, including persons with disabilities, women, children, and the elderly, are adequately considered in disaster preparedness and response strategies.

She commended the World Bank Group for its continued partnership and technical support to NEMA, while also appreciating the Advocacy for Women with Disability Initiative (AWWDI) for supporting the workshop and promoting inclusive disaster management practices.

The review of the NDMF and NDRP is expected to enhance Nigeria’s disaster risk management system and improve coordination among stakeholders involved in emergency preparedness, response, recovery, and resilience-building efforts across the country.
