Tinubu, Kagame Agree to Strengthen Nigeria–Rwanda Relations, Revive Key Cooperation Frameworks

President Bola Ahmed Tinubu and President Paul Kagame have agreed to deepen bilateral relations between Nigeria and Rwanda through renewed diplomatic, economic, and institutional cooperation.

The agreement was reached during a meeting at the Urugwiro Presidential Villa in Kigali, Rwanda, ahead of the Africa CEO Forum.

President Tinubu arrived in Kigali for the summit, where both leaders held discussions focused on strengthening existing cooperation mechanisms and expanding trade and investment opportunities between the two countries.

A key outcome of the meeting was the agreement to reactivate the Joint Permanent Ministerial Commission (JPMC), signed in 2021, which both leaders described as a critical platform for advancing shared strategic objectives. It was further agreed that Nigeria would host the next session of the commission.

On consular and mobility matters, President Tinubu noted that Nigeria would consider reciprocating Rwanda’s 30-day visa-free policy for Nigerian citizens as part of broader efforts to promote Pan-African integration and ease of movement across the continent.

The two leaders also reviewed pending Memoranda of Understanding in areas including tourism, anti-corruption cooperation, and combating illicit drug trafficking, reaffirming their commitment to strengthening institutional collaboration.

Both presidents also discussed the operationalisation of the African Continental Free Trade Area (AfCFTA), with emphasis on improving trade facilitation and expanding economic ties between Nigeria and Rwanda.

In addition, discussions touched on improving air cargo connectivity, including ongoing engagement with RwandAir to enhance export opportunities for Nigerian businesses across African markets.

The meeting concluded with both leaders reaffirming their commitment to shared prosperity, regional integration, and stronger Africa-to-Africa cooperation.
