We Refuse to Bow to Terror – NIPSS DG

The National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, has reaffirmed its resolve to continue its national mandate uninterrupted despite the recent attack by armed men that claimed the lives of three security personnel defending the institution.

Director-General of NIPSS, Professor Ayo Omotayo, disclosed this on Thursday, June 18, 2026, while receiving a delegation from the Nigeria Police Force led by the Deputy Inspector-General of Police in charge of Training and Development and Coordinating DIG for the North-Central Zone, Mohammed Ishaq, who visited the institute on behalf of the Inspector-General of Police

Professor Omotayo said the institute’s academic and research programmes had continued without disruption following the attack, stressing that criminal elements would not be allowed to undermine the institution’s strategic role in national policy formulation and leadership development.

He commended the bravery of the security personnel who confronted the attackers, noting that their courage prevented what could have resulted in a far greater tragedy.

According to him, the prompt intervention of security agencies after distress calls were made helped secure the facility and protect participants, staff, and critical infrastructure.

While mourning the loss of the two soldiers and a police officer who died defending the institute, the director-general urged the public to avoid speculation as security agencies continue investigations into the incident.

He revealed that arrests had already been made and that investigators were making progress in uncovering the circumstances surrounding the attack.

In response to the incident, the federal government is considering additional security measures to strengthen protection around the institute. Among the proposals under review is the establishment of a permanent police outpost within the NIPSS premises to enhance surveillance, improve rapid response capabilities, and provide round-the-clock security coverage.

Speaking during the visit, DIG Mohammed Ishaq conveyed the condolences of the Inspector-General of Police and assured the NIPSS community that security agencies were fully committed to preventing a recurrence of the attack.

He disclosed that security assessments had commenced within and around the institution, adding that recommendations arising from engagements with the institute’s management would be forwarded to the Inspector-General for immediate consideration.

“The inspector-general directed me to personally identify with the institute and assure members of this community that they are not alone during this difficult period. We are committed to ensuring that the security of this institution is further strengthened,” he stated.

DIG Ishaq emphasized that NIPSS remains a strategic national asset that hosts senior government officials, military officers, policymakers, and international participants, making its protection a matter of national importance.

The proposed police outpost, he explained, emerged from consultations with the institute’s leadership and forms part of broader efforts aimed at reinforcing the security architecture of the institution.

Participants of Senior Executive Course 48 also welcomed the assurances from the federal government. Speaking on their behalf, Colonel O.S. Azike of the Nigerian Army expressed appreciation for the visit, describing the planned security enhancements as a major confidence booster following the attack.

He said participants remained committed to their studies and would continue to comply with all security advisories while carrying out their academic responsibilities.

The visit concluded with renewed assurances from the Nigeria Police Force that additional measures would be implemented to safeguard NIPSS as investigations continue and authorities intensify efforts to prevent future security breaches.
