The Federal Ministry of Water Resources and Sanitation has reaffirmed its commitment to restoring peace, stability, and institutional harmony at the Lower Niger River Basin Development Authority (LNRBDA), Ilorin, following recent industrial unrest within the agency.
Speaking at a stakeholders’ meeting held on Tuesday, June 9, 2026, in Abuja, the Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, expressed concern over the disruption of operations at the Authority, describing the situation as unfortunate given its strategic role in irrigation development, water resources management, and food security.
He noted that River Basin Development Authorities remain central to achieving the Renewed Hope Agenda of President Bola Ahmed Tinubu, particularly in strengthening agricultural productivity and rural economic growth.
The Minister stressed that while workers and labour unions have legitimate rights to present grievances, such concerns must be addressed through lawful and established administrative procedures, warning that acts of violence, intimidation, or disruption of official duties are inconsistent with public service rules.
Prof. Utsev disclosed that the Ministry had earlier set up a fact-finding committee to engage stakeholders, investigate the issues, and recommend solutions aimed at restoring industrial harmony. He said the report of the committee was considered and approved, with implementation already underway before further developments slowed progress.
He called on management, staff, and union representatives to embrace dialogue and constructive engagement in the interest of national development, stressing that food security cannot be achieved in an atmosphere of conflict and instability.
In her remarks, the Permanent Secretary of the Ministry, Dr. Emanso Umobong, urged public servants to remain disciplined, accountable, and committed to due process in line with established public service regulations.
The Managing Director of LNRBDA, Mr. Olumoroti Olushola, dismissed allegations of administrative irregularities and procurement breaches, insisting that all processes were carried out in accordance with the Public Procurement Act, 2007, with appropriate oversight from relevant authorities.
He also stated that several previously non-functional assets, including heavy-duty equipment and agro-processing machines, had been rehabilitated and were now operational.
Stakeholders at the meeting, including representatives of staff unions and senior directors of the Ministry and Authority, contributed to discussions aimed at resolving the crisis.
At the end of the meeting, a joint committee comprising representatives of the Ministry, the Authority, and labour unions was constituted to ensure sustained dialogue and implementation of agreed resolutions.
The Ministry reiterated its commitment to fairness, due process, and improved service delivery across all its agencies, while pledging continued efforts to promote industrial peace and prevent future disruptions.
